Half way through his term Democrat US President, Jackson Evans (Jeff Bridges), loses his vice-president. Determined to make a real impact he appoints a woman, Senator Laine Hanson (Joan Allen), to the role. Before he can do so, however, the appointment has to be approved by a special Congressional commission. The commission must decide whether the President's choice is worthy of the office. The snag is that the Commission is headed by Republican senator, Shelly Runyon (Gary Oldman), sworn enemy of President Evans who beat Runyon in the presidential elections. Thirsty for revenge, Runyon and his men start digging into Hanson's past in the hope of digging up something that would deliver a knock-out blow to her career.
