England, 1966: pop-starved youngsters have to make do with 2 hours on the BBC for their daily dose of rock n' roll. Thanks to a loophole in the law, a group of DJs get the idea to broadcast from a boat just outside national waters in the North Sea. As young England rocks to the new source of the innovative sound, the government attempts to shut down the noise from the "drug-fueled, cultureless" pirate stations.
